On page 112, Anthropic says banning the accounts shut down the whole operation.
On page 113, it says the Yemen cell had already built an offline simulation toolkit that did not need Claude or MATLAB. Page 115 describes the output: A deliverable that runs and persists without Claude. Report, pp.112-115


The accounts were banned. The software had already left.
Account shutdown and elimination of acquired capability are different outcomes. The phrase whole operation needs to account for both.
What was on the bench
Anthropic records a cell in northern Yemen running three weapons-development programmes: a guided rocket, a multi-stage ballistic missile with a stated range goal above 2,000 km, and the R2000 missile family, including a hypersonic glide vehicle variant. It names no faction. Report, p.112
Figure 1 maps Claude's observed contribution: through flight testing and diagnosis for the rocket, simulation for the ballistic line, and design for the multi-variant family. The caption limits the assessment to Claude's use in guidance, navigation and control software. These bars cannot establish how far the wider programmes progressed. Report, p.114
The cell test-fired a guided rocket. The test appears to have failed. Within hours, the actors returned to Claude to diagnose it. Anthropic reports no evidence that they fielded an operational device. Report, p.113

That is the reported hardware outcome. The software outcome is what makes the shutdown claim worth examining.
The org chart
The actors ran several Claude instances at once. One wrote code. One researched. A third reviewed what the first produced. Humans assigned the work. Anthropic describes Claude Code being used in place of human software engineers. Report, p.113
Implementer. Researcher. Reviewer. Human direction.
Labour was delegated. Purpose was not.
The work concerned GNC software: the code that steers and stabilises a flying vehicle. An open-source autopilot was already available. Across the weapons-development cases, Anthropic says the actors had existing hardware and firmware expertise and access. The model entered an engineering effort already equipped to ask for specialised work. Report, pp.112-113
Anthropic's companion research describes GNC coding expertise as historically scarce and expensive. That is the labour bottleneck. This case records the substitution; it does not measure the hours, staffing or errors saved. Above the session
The actors also hid their goals and what the software was for. They split work across sessions so no single session revealed their full intent. Safeguards blocked many requests, but not all. Anthropic lists concealment and session-splitting among several evasion tactics. Report, p.113
The organisational picture crossed the boundaries of the conversations. The humans assigned the tasks; the instances supplied the work.
The organisation lived above the session layer.
A filter can reject an individual request without reconstructing the programme around it. An investigation can connect work that separate reviews leave apart. Anthropic eventually identified the cell. The question is what could be assembled before that happened.
Its own answer includes a standalone simulation toolkit.
What happened after removal?
Meta's account of a separate Iran-based influence operation follows enforcement into the next attempt. It describes a network divided between creators and amplifiers, then records what happened after removal: the actors tried to return, shifted towards speed and volume, and largely abandoned elaborate personas for commenting. That is an account of the aftermath. The Yemen case reports an independent toolkit but gives no account of observed activity after the ban.
The comparison concerns what these disclosures establish about enforcement. It supplies no operational link between the two groups. Meta's account also shows that a distributed organisation can be detected: it says shared infrastructure and behaviour exposed the network.
Anthropic does discuss monitoring for new or related account abuse elsewhere in its weapons section, on pages 124 and 127. In the Yemen case, it reports partner notification and the toolkit. The question remains specific: what did shutting down this operation mean beyond ending the accounts? Report, pp.113, 124 and 127
What outsiders can check
Meta's file publishes four account indicators and an OTX cross-link. Its link to the full H1 2026 report is still a TBD placeholder as checked on 11 September. The source here is the repository file. Meta source and cross-links
Anthropic publishes dedicated IOC lists in its cyber cases, including domains, IP addresses and file hashes on pages 10 to 11. The conventional-weapons section, pages 111 to 128, has no equivalent public IOC lists. It contains programme names and technical descriptions and reports sharing information with partners. The public gets a different kind of evidence in each section. The weapons account gives outsiders less concrete material with which to look for linked activity. The report does not explain that difference.
Anthropic is the vendor and the narrator. Its account is a primary source with an interest. The same applies to Meta. Neither company's description of its own enforcement is an independent outcome audit.
What stands
The Yemen case records human-directed AI engineering work, partial blocking, a rocket test and software capable of running without the vendor.
It leaves the fate of the wider programme unresolved. The toolkit's existence does not prove continued use after the ban. The ban does not establish that the capability disappeared.
The labour had already become an artefact.
A useful disruption report must distinguish access revoked, capability retained or removed, and subsequent activity observed or unknown.
The account can end while the work remains.
